You don’t actually need a PayPal balance to shop. You can link a credit card to your PayPal Wallet and select it as your funding source at checkout.
However, you can still use a credit card for transactions without a balance, or use specific workarounds to effectively "buy" balance with your card. buy paypal balance with credit card
